Wheel won't turn

Lug nut stems broke when changing tire had
to remove brake to press new stem in .now
tire is back on but wheel will not turn.can the
brake lock up or stem not pressed in far
enough.help

I think you're right about the lug bolt not being pressed in enough--it's happened to me!good luck to you..

Yes, it could lock the wheel up if it protrudes enough to hit something behind it. Take the wheel back off and go to the new stem (stud) and draw it the rest of the way in with the wheel wrench, nut and enough washers (under the nut) to get it fully seated before putting the wheel back on. If it's jammed, you may have to start over seating the stud.
