the ac compressor wont come on but the colling fans are on how do i test the compressor

the condenser was replace the unit was out of Freon for about 6 months and when we replaced the condenser and put 12 oz of Freon in it the compressor never com on but the cooling fans would come on .how do I no if the compressor is good or not .

I always take mine to an ac tech. They will pull a vacuum on the system to check for leaks. Then will add the Proper amount of freon if system is not leaking. My ac tech only charges $50 for this service and you only pay if your ac works properly. If your system does not work he reclaims his freon and either makes plans to fix for you or advises what you need to fix in order to get it working.
