After washing my C7 and it isn't driven for several days the wheels will not turn

The wheels just skid for several yards after washing and the car sets without
moving the car for several days.

Factory set up? Aftermarket tires and rims? or tires? The rims and tires should be tight and not give. What this sounds like is you have 18 inch rims and 19 inch tires. Also you need to figure out if you are using the incorrect dressing on the rims/tires. Does your Corvette have two different size rims? 18 front and 19 rear> Perhaps if you got new tires, someone didn't realize the size difference and put on one size on both sets of rims? Get the car to a tire shop and have them removed and inspect the rims. Use an emery brush or very light metal brush to scrape any and all junk from the rims. Clean them with a cleaner that will not leave residue on the rims. Dawn soap and hot water will work. Next attack the tires where they make contact with the inner rim and scrub, clean and scuff them so there is a binding contact with the rim. Also check to see if you have the correct tires on the rims as far as size go. Too large and they will slip. Too small and you need a huge sledge hammer to get them on if you can. Just right and any tire mounting machine will pop them on. Perhaps someone who mounted the tires didn't have the proper machine or did it by hand and used something like WD-40 to slip them on easier? You get lousy milage the way it's set up now buddy.

Rusty brake rotors on a C-7? The tires if tight still should move with the rims. It really sounds like the incorrect size tire on the rims. My 69 sat four a lot of years without moving, and no rusty breaks or voters stopped the rims and tires from moving together. Maybe the tires were designed for a Ford and the Chevy rims rejected them. Rims made in Mexico, tires in Europe, SouthEast Asia, or Canada and expected to work in the US of A?

Disk breaks pads should not stick on the rotors. The pressure in the break tubs is enough to put light pressure on the pads to keep them on the rotors. If this is enough to cause drag then have the fluid checked. You even may have the wrong fluid in the system if you just had the breaks done. If they are doing this from the factory, take it in tot eh dealer and have them check. Now what do you mean"sticking" to the rotors? These are not like the old style of break shoes that had a small gap between the drums. If you are trying to remove the disk pads, you have to manually push the rotor piston in to relieve the pressure on the pad to remove it. Actually we need more information other that a statement, they are sticking.

Do a Google search for brakes sticking after washing. This is a very common occurrence.

How much horsepower do you have? Put it in gear and drive away. First check to see if you have the emergency break on. Next, is there a boot from the parking enforcement team on the car? Even my 175 HP four cylinder GMC Terrain can break lose my sticky discs if it sits after driving it in the rain and then letting it sit in the hot So.Cal. heat. Are you sure it's not a transmission issue? Since it is a 2017, I'd have it back in the shop ASAP.
