Driver side Fog light won't turn on?

Question type: Maintenance & Repair

I bought an 01' Honda Civic and the original owner added 2 fog lights. They had worked until recently I unplugged them to keep them from burning. Now when I turn them on, the drivers side doesn't light up. I checked the bulb and took a volt meter to the plug and the plug is reading at 11.9v which should be plenty to light it up. Help:(
