Instrument panels light don't turn on

My instrument panels light do not turn on and i bought some new lights for it and still lights wont turn.

you my friend, blew a fuse. im almost possitive that this fuse is in the fuse box in the drivers foot well. not the one under your hood

I'm having the same problem on my 98 civic lx my fuses are good and I'm getting power to my cluster
