Driver side headlight short

When my head lights are on low beam I get round 66
volts, then on high beam I get 12 volts,  my head light
stopped working because of the voltage, I traced the wire
to the blue plug connector under the master cylinder,  I
can use some help.

It sounds like there is a short in the wiring somewhere. Have the bulbs been swapped out previously with the wrong wattage? If so, those bulbs could of drawn too much amperage and melted the wiring causing a short. Some cars have a 55/65 rating as an example where the low beam shouldn't exceed 55w and the high shouldn't go above 65w. It's possible that the driver side bulb was changed out with the wrong type of bulb. Check all contacts and wiring from the socket all the way into the switch on the steering column. Also, any fuses involved with the lights should be inspected as well.
