2001 police interceptor revs from idle to 1200rpm every time the ac clutch cycles on...what would cause this?

It is supposed to increase a little when the clutch engages because of the increased load on the engine. 1200 seems a bit high, check the computer for codes, might have a bad idle air control valve or throttle position sensor. Wouldn't hurt to clean the throttle body and check for vacuum leaks as well.

theres no codes and the tb is clean from when i got it a few months ago...

Set the clutch up to the specs of the vehicle. If it does not rev down there is something not working. It could be as simple as an o-ring leak in the clutch assembly or seals. Air entering the system will cause this to rev. I had a similar problem and it was the o-ring and computer diagnostic was needed.
