My 2007 Grand Cherokee Rocky Mountain Edition overheats intermittently

Question type: Maintenance & Repair

-4.7 litre engine, with electric fan, and pulley driven clutch fan.
-Electric fan does come on with a/c, or when engine reaches a certain temp. Revs up
after running a while.
-Clutch fan spins easily when cold or even when temp gauge says warm.
-Overheats in rush hour traffic, when not moving, at the drive through, but cools as soon
as you began moving again, or rev the engine for 15 seconds.
-Coolant reservoir is full
-Radiator hoses are cold even when the temp gauge shows warm temp.
-Heater today, blowing cold air even when the temp gauge said warm.

Not sure if this sounds like a fan clutch, thermostat, or coolant, or ??  Can you please
advise me how to fix? Thank you!
