why my starter fuse keep popin when i try to start the car

had starter tested and battery both passed. the 20amp fuse to the starter keeps popin every time I try to start the car. what's the problem. if the there's no wires touching in between the battery and the starter could it something electrical.?

when you turn the key, the currant flows from key switch to starter relay, thin wire. that wire is shorting in key switch or steering column,or on way to starter. check at starter terminal
