11 f150 low fan output

my 2011 f150 heater fan is not outputting 100%. scan tool was used and
showed 39% when on high. the ford dealer said it was the fan controller on the
heater box which was replaced with new, it still had low output.fuses were
checked also and all were good.truck has dual zone climate control.

locate the fan speed resistor. Jump the resistor to bypass it. The fan should now run on high speed. If not, via a direct connection, the fan motor may be bad.
