Should this piece be rotating or fixed/stationary

I have replaced my rear wheel bearing, and noticed the circled grey piece,
the round piece under the ABS sensor, is just spinning around like a washer
behind the wheel bearing. Should this be moving or is this piece supposed to
be a stationary part? If stationary, what is it that I need to replace? The noise
that I thought was the wheel bearing still persists, and I suspect it's due to
this "washer" spinning around when it shouldn't be.

if everything is on correctly everything there should be tight when put together. What did your last wheel bearing look like? were they the same as the new one or was a part of the old one missing a part on the back like a washer or something ? also I have not really seen a washer behind the wheel bearing on a few video's. there is the hub itself that has a portion that sticks out a bit perhaps it has cracked off? can you check it by taking it off for broken rigidness on the opposite side ? here is a video just speed past most of it till near the end to see what their bearing and such look like. as a reference. https://www.youtube.com/watch?v=Fj_monalOlw
