Radiator fans won't turn on on high with A/C on.

I replaced RCV and the low fans turn on, hi and low side lines are at ambient temperature. A/C clutch runs all the time even with A/C set to off. I unplugged the coolant temperature sensor located on a radiator hose and and I started the engine and the high fans turn on. A/C was serviced evacuated and recharged.

If the hi and low side refrig lines are ambient temp, you aren't compressing refrigerant. It appears the fan motors are fine as is the temp sensor. Be certain the A/C clutch is actually engaging the compressor. It may be a relay problem there or the actual compressor. Starting to sound like time for some professional help.

2015 VW Passat 1.8l I am having the same problem, i checked the fans connectors and there is not grout coming from computer i may put a switch for fans to com on before starting the A/C.
