The electronic throttle control and PCM possibly see a problem which limits the throttle opening and control of the vehicle

Dodge and Chrysler products have had this problem with the speed sensors and in put and output sensor failures also Use ohm meter to read sensors resistance value, replace either or both that do not read the correct resistance value. Check with all data info for specs .

Does the rev like normal, and the tranny just want up shift, or can you manually upshift it with the selector . The catalytic converter could be blocked, this can easily be tested by a muffler shop by drilling a 1/8 inch hole ahead of the converter and one behind it , then they test for 1 psi difference from ahead verses behind it . This will confirm whether it is blocked. Chrysler / Jeep trannys had problem with electronic modulator valves and trans temp sensor that will cause this to occur
