2003 T&C is loud and puffing white smoke out of the tailpipe and bottom of engine it is also overheating

My 2003 T&C is puffing white smoke out of the
engine and tailpipe and it also started overheating.
It has a new cylinder block installed a year ago.
The smoke smells like plastic melting.

This can be the result of a serious issue like a blown head gasket, a damaged cylinder head, or a cracked engine block. It's usually a sign of engine coolant burning. You may want to go back to whoever installed that head and ask them to inspect their work for defects, that's a good starting point.
