A mode door is stuck or the actuator is bad. (usually it's the actuator). You'll have to find out which mode door redirects air to the floor/defrost vents and get access to it to replace the actuator. Sometimes you can gain access through glove box or air bag hole, sometimes you have to move the dash out of the way.

The recirculation door has broke and fallen over the hole the air comes in through. If you remove blower motor, you can removebroken door. You just have to work with it, but it will come out.
