my 2000 dodge ram 1500 will not take off in the low torque in d or 1st and reverse position

when take off in drive or 1st position it does not have the low torque feel. this is also happening in reverse. you can not do a brake stand spin in drive or reverse when on dirt ground.. when driving you can kick down and will engage passing gear. when driving all is well with no engine light on. have flushed and new filter. fuel pressure good so not lack of power. trans was rebuilt 5 years ago and now have put 30k on since. this is a early 2000 which means later 1999 with the detent cable to trans, have checked and have a spring load feel, so feel that is hooked in trans. anyone have any other ideas . thanks
