Why truck wont start

2000 Ford F-150 won*t start. Has new filter pump on it. When I try to start it, it smells like it is flooded. Would someone have any ideas what I need?

Make sure u have fuel pressure at rail, replacing pump and filter doesn't mean u automatucally have fuel pressure or remove spark plugs to verify they're flooded, if they are, check for spark at the ignition coils
