what's the cause of erratic A/C?

A/C runs perfect at highway speeds, stop an go traffic a/c temperature spikes high. As soon I reach HWY speed it cools quick.
I replaced gate motor actuator last year and fixed problem now it's 100+F again and problem it's back.

Check to make sure the anti freeze level is not low also may want to clean radiator and A.C condenser coil with a garden hose and nozzle if clogged with dirt and bugs will restrict air flow across the coils.
