does the under hood fuse and relay block cover on 2003 chevy cavalier need heat tape or grease?

looks like old stuff is either dry rotted or dried up.  What needs to go
on the top of the plastic block cover, if anything?

AFAIK it's just a plastic lid that snaps in place (or some are held in with screws or bolts). If the lid is gone or broken, you can get one from a bone yard cheap.
