First, you may want to make a police report. What's to keep him from cutting your brake line next time? As far as disabling the car goes, if it doesn't crank at all, check the starter relay. If it cranks, and crank and cranks, without firing up, check the fuel pump fuse. When you do get the car back up and running, take a pic of the underhood fuse box and relays, so next time you can tell much faster what's been removed. Then get yourself a good guard dog, or a security camera, or a Smith and Wesson.

Read the back panel of fuse box lid and make out which are where or look up a YouTube tutorial pertaining literally to anything in a cavalier fuse box and screen shot their fuse box. You should be able to make out hichbfuse he jacked. But he likely took a relay box for starter.
