Check Engine Light Malfunction? / ceu??

ok long story short. What I did for about 2 years now is I noticed my gas mileage went
to hell. It started losing power and noticed the exhaust pipe puts out black sut. I put on
a brand new O2 sensor last year, upstream and downstream. I thought that was going
to fix it but it didn't. So I took the Catalytic Converter off, no change and funny thing is
NO CHECK ENGINE LIGHT ON and no Catalytic Converter something is wrong need
advice on what might be going on.

good call tennisshoes, the check engine light should light prior to start position to prove it exists also
