what would make a 1995 town car not have a strong gas pressure to start an keep it running

The fuel pump which is in the gas tank, and a plugged fuel filter. Change out the fuel filter and check the fuel pressure with a fuel pressure gage. Depending on what engine is in there, fuel pressure should be 35 to 45 lbs.
