My car has a hesitation/surge and a tune-up didn't fix it.....

I have an annoying hesitation whenever my car shifts into 2nd gear, it surges back and forth for a few seconds and then stops. It used to happen whenever the engine was cold in the morning but now it does it more often. I have had a tune-up and fuel system cleaning including fuel injectors and it still happens. So what is wrong?

Could be a throttle position sensor, or it could actually be a transmission issue. The cold engine would relate to the trans. fluid being thicker and causing it to act up. Have the transmission solenoids checked.
