Why won't turn all the way over

Have new ignition switch and battery but the motor
won't crank on. Will turn just won't follow through.
It will sound like it's ready to start just won't crank
on all the way. Ford explorer 99

When was the last time you had a tuneup ? Sounds like the spark plugs are not firing.

I bought it off used carlot in March so not recently.this is the story. Someone tried to steal it but busted ignition. Put a new 1 and didn't start up. So checked battery it was no good bought a new one and still won't go all the way over. And the key is still my key. Do they still need to program my key with new ignition switch
