have a 2001 ford explorer sport signal lights aren't working. had fuses you told me were for turn lights tested and they aren't bad. flashers work . what could be the problem?

yesterday i wrote and asked which fuses were turn signals. today I had them tested and
they are not blown . flashers woek what else could it be?
