power loss/smoke civic

Ok 94 civic 1.5 non-vtec, barely any power til full
throttle, lot of white smoke but it smells like gas,
new head gasket not the issue head just got
rebuilt. Not really loss of coolant but it backs up
into the overflow, overflowing the overflow. Not
overheating, no oil coolant mixture, I'm at a loss
here never seen it. Car can drive just fine just
smokes like crazy and doesn't have the full stock
power it should like something holding it back.
Anything is helpful!

Was the head tested for cracks and for flatness? That sure sounds like a head leak of some kind.
