Engine/Traction Light ON: P0016 Code (now also P0012) - 2011 Camry

Hi,

My 2011 Camry, only 105K miles,  has been having the P0016 code for at
least 5 years now.  Didn't do anything about it, since car had no apparent
issues and research showed no "direct" info on how to fix (and estimates of
at least $1500).  
Now it also has the P0012 code, and has failed the yearly Inspection sticker,
so I have the big "R" on the windshield.   Both lights have been on steadily
for at least 6M.

HISTORY:   the 2 lights starting coming on over 5 years ago;  would come on
for awhile and go off.  It wasn't steady for a few years, and have never
observed/experienced any issue with how the car runs and was able to pass
inspections.  Due to high estimate cost, never did anything, now need to due
to "R" inspection sticker received.

HOWEVER:   found this on Utube about P0016 code, and also likely includes

I have been researching this issue for a few years and never found clear cut
answers--could be a lot of things, and a lot of $$ to figure it out.  Tried the
simple fixes with gas cap (that did not work).    Unclear how best to proceed.
I don't have much experience with shop I have only used for only 2+ years
and it's a 3 week wait to even get in.  

NOTE:  the "R" inspection report states that if you spend over $855 on a  
>10 year old car, you could request a waiver, if it still fails. (looking into this).
I was informed that after 15 years, I will no longer need to pass this emission
test, thus, won't be an issue.  

Any thoughts, guidance - experience on how best to proceed.    I've had 3
repairs in the last 3 months, costing me over $2500, and I would hate to have
another $1500+ bill for an older car.

Could just be a lack of maintenance. sludge built up due to waiting too long to change oil/filter. Could be a defective Cam Position Sensor or electrical connections to it. Try Seafoam or AMsOil.
