Can a 2013 Lexus ES be towed on a tow dolly front wheels locked

I have a 2013 ES and just purchased a new Motor Home. I've been told that as
long as I purchase a car tow dolly and place the front tires of the vehicle with
car in park and front tires cinched down, I shouldn't have a problem. That's as
long as the cars emergency brake is off. I've gotten all kinds of answers on this
one.

Yes this is correct. As long as you have the front end of the the car on the tow dolly and strapped down, and in park, no emergency brake on so the rear wheels can roll, thats the way it should be done.
