What could be the problem with my antenna on my 1996 Lexus 300

When I turn on my radio, the car antenna makes a loud noise and will not go up nor down.  What could be the problem?  The radio will still play.

If I am interested in repairing this myself as I am having a similar problem, what would you recommend?
