new headlight motors are installed but they alternate. the passenger side goes up when i turn the lights on and the drivers side still goes up. this happens each time they are turned on.

The guy I bought it from said it was the fuel pump so I bought a new one, that didn't solve it. I have flushed the fuel lines. Done everything I possibly no of to do. Help???
