my wipers only come up 3 inches and not fully. What is the problem ?

almost all wiper mechanisms work the same- if it is moving, the motor must be getting power- my guess is broken linkage- if you want to do it yourself, just get out your wrench and screwdriver and go for it- it is a fascinating mechanical journey
