Could this level of corrosion on the ground cause this very slow cranking? Have replaced starter, positive battery cable absolutely no difference

Coolant Fan Connection

I had a new engine put in my Montana. They cut the wiring from the coolant fan to where ever it connects for power. How do I re-attach the wires to the ground and positive connection?

pontiac montana 2003 have high coolant temperature 210-228 F, and engine runs powerless. Two fans and relays works normal. If caused by coolante tm sensor bad or thermostat bad?
