Will a 245 70r17 fit on a 2019 grand caravan

No, that size is almost 2" bigger in diameter and will cause rubbing and handling issues. Use the OEM size of 225/65 17 when swapping. Pick up another set of wheels to mount the tires on to make the swapping easier each season.
