I have a lancer 2002 drives normal for a while then when i  stop, motor is still
running but when you push on the gas pedal it does nothing. I can shut the car
off and restart it and I will drive fine again for a while.

Would scan for any pending codes. It may be something like a dirty throttle body to a electrical issue with the pedal sensor. Good Luck!
