no reverse on ground

I have a 98 ranger 4.0 2x4 wheel drive.  When the vehicle is in two wheel drive
and on jack stands the rear wheels move in the correct direction when
engaged, with no unusual sounds or trouble indicators.  When it is on the
ground it will not move in reverse.  Are there any ideas on the possible cause of
this problem
