have a look under the brake pedal and see if the switch is stuck. some fords brake lights wont work with the ignition off but I'm not sure which ones.

if you have someone to help you try pushing the switch in and out while they watch the brake lights. the switch should have an adjustment for pedal travel. if they came on once then wouldn't work again,u had power there. u can check a fuse but brake switches do fail and they can play games with u. I had one in a tarago that had a burr on it and it only came out when it wanted to. if nothing else works, get a new switch. I'm pretty sure u can get universal ones and they're not very expensive.
