In 1998 lincoln AC works fine but not heat in winter. Blows cold when turned on

Fan blows cold air when AC turned on for heat.

Sounds like the vacuum operation control needs to be replaced. It is a vacuum panel that the "cool to hot", "dash-feet-panel-windshield" and fan speed control knobs are attached to in the dashboard. Ford had issues with these for many years.
