First you may want to spray out the condenser and radiator coil fins with a garden hose and nozzle if they are clogged with dirt and bugs will restrict air flow across coils.

The primary reason for this is......your not getting air through the radiator for cooling, never just run the conditioner without the car in motion.

Check your coolant levels. If the coolant level is low in your reservoir and radiator, this will cause it to run hot.
