rpms jump while driving, 1999 ford mustang

while driving, the car well rev up to 3000 rpms then back down to normal

does this happen at a certain speed? or just completely randomly? if random i would look for a slight vacuum leak that tells the transmission to shift cause thats what it sounds like is happening.its trying to downshift while you are driving then realizing that the proper vacuum isnt there so it resumes current speed
