2001 wrangler will not crank

has anyone ever hear of the cold effecting a neutral safety switch. above 20
degree outside starts below 20 wont crank  starter new battery not the issue

I suppose if it has any residue on it - grease, grime, moisture, it could freeze in place and not work.
