1999 Ford Explorer when I turn the heat on when in park it idles goes to 2 RPMs and drops down to one jumps up to three jobs down to one what could be the problem

When in park with heater on idle jumps up and down between 1 RPM and 3 RPMs

Have someone remove and thoroughly clean the throttle body. Also check the Idle Air Control valve. They can get gummed up also.
