Here in a month or so I am.getting a
settlement and my brother wants to
buy me my dream car. If buy in full
with cash , can you get. A better deal
on the car you want

Nope. You could back in the old days, but now dealerships make most of their profit on financing vehicles. So a lot of times, financing will actually net you a better deal than paying cash.

and you'll want collision insurance any way , I've heard of people buying direct from the factory maybe that'll save some bucks ,

Wheel and deal and shop lots of dealers until you get the price you want. Factory orders go through the dealers so you still have to negotiate. You could finance and then pay the loan off the next day.
