98 chevy silverado not shifting into any gears

It's full of fluid, the shifter linkage is working, when
the truck is running the dipstick doesn't show any
fluid so the pump is working. I noticed some burnt
wires behind the engine. Would a certain wire
being burnt cause the transmission not to work?
No matter what gear I put it in it just revs up like
it's in neutral.

You should show some transmission fluid on the dip stick even if the truck is on. You might be low on transmission fluid. The fact that it isn't shifting at all is a bad sign. You might need to rebuild the transmission.
