2000 Ford Ranger Vent System only works at Top setting.

My truck blows hot and cold air fine, but for some
reason all settings (max ac, ac, head and feet, etc.)
Only work when I have it turned up to 4, the highest
setting. Otherwise I hear no fans moving or air
blowing. I am not a car guy, is this something I
could possibly fix myself? Any help would really be
appreciated.

That is usually caused by a bad blower motor resistor pack. At max speed, voltage is applied directly to the blower motor. At lower speeds, the resistor pack reduces the voltage to the blower motor. The resistor pack sits on top or next to the blower motor, and can easily be changed with just basic tools (screwdriver, and maybe a socket/wrench).
