I think my engine is seized

I know this completely my fault and I have neglected my
car but now I'm looking for help my CV boot is clicking
excessively when I turn and one day I was driving and hit a
pot hole and it turn off when I check the oil there was nun
present what steps should I take to troubleshoot and repair

No oil? Put oil in it and see if it runs. Most likely your engine is dead.
