I know that there are the two bulbs (high/low beams), but there is a tiny bulb that sits in the high beam shell towards the bottom.

This light only comes on when either the parking lights are on or headlights. It doesn't come on automatically like DRLs so that's out. I'm wondering if that's what they are intended for but poorly executed. Any suggestions?

Any chance you've got the owner's manual or Chilton's guide for your Tiburon, nino2u? Do you know if those are the original headlights? Looks like lots of folks have spent lots of time swapping different headlights & bulbs into their Tibs: http://www.newtiburon.com/
