Can I use brake pads off of a 2002 ford explorer on my 2000 ford explorer

Even if they are the same ones for both vehicles do not do it. The break pads ware as they are softer than the steel rotors they press against. Therefore they ware to match the small groves and wear lines of the other rotor. Using old pads from another vehicle will effect stopping distance and adversely affect the rotors on the vehicle being used.
