Honda civic (Air Conditioner, Heater)

I have a 1996 honda civic and when i turn on the air
or the heater it only works on number 3 and 4. Any
suggestions what it might be ?

Probably the resistor board needs to be replaced. It is a small circuit board usually attached to the heater fan on the engine side of the firewall.
