If the cooling fans are coming on at the right time, and the temperature gauge is reading correctly, then I would check/replace the thermostat. If the fans don't run, check fuse and relay. Temperature gauge runs off a coolant sensor.

If fans do come on,both of them and thermostat has been replaced it can also be the radiator cap. Make sure its the proper psi. If that doesn't work it could be a blown head gasket

GuruC4H5R might be right. If you just purchased it,the previous owner might have known the head gasket is failing and sold it. But check the thermostat before giving up. A thermostat that old could fail to open all the way. Good Luck
