does anyone know what might be wrong

I recently bought a 1997 honda passport
found out the horn doesn't work I've checked
the fuses neither of which are blown whenever
push the horn all you hear is a tick and that's
only when the big fuse is plugged in if anyone
knows what might be wrong I could really use
the help
